Guild Wars 2 Item Upgrade
Item upgrade, also called "upping," improves an item's stats. Each upgrade increment increases the stats linearly.
Players can recycle up to six items at once to gain a level gauge for each of the upgraded components. The cost of recycling a piece of equipment increases according to their rarity and level.
Upgrade components

If, however, you have an unusable rune or glyph that hasn't yet been incorporated into your equipment, you can transfer it to a different piece equipment by utilizing the Upgrade Glyphs context menu in the Glyphs panel. This will create a Glyph Set that includes the chosen glyph.
You can take out a glyph by using the Black Lion Salvage Kit, or an Ascended Salvage tool. The item where the glyph is located will be destroyed, but the upgraded item can be recovered using the glyph shards.
